Anonymous, account-free social-proof save counter.

Closes the save side of the flywheel: when a visitor saves / un-saves an
app (the heart button), bump the public ``apps.saves`` count — deduped per
browser via the ``hs_saved`` cookie so repeated toggles can't inflate it,
and never below zero. Independent of the per-user collection (user_saves):
this measures how many distinct browsers have saved the app, which is what
the badge + ranking_score consume.
