Trigger embedding backfill as a managed service.

`chunked` (no_token only): cap the run to EMBEDDING_BACKFILL_CHUNK apps so it
stays under the OOM ceiling — the scheduler resumes the rest. Pass
chunked=false to push every missing app in one (kill-prone) run.
