`GET /v1/diagnostics/providers`

## Request

- Auth: HTTP bearer

Authenticated provider topology plus provenance-safe managed funding.

``imageProviderReady`` is topology. ``imageGenerationReady`` is workspace
runnability from CapabilityAccessDecision. Keeping those meanings separate
prevents a provider being online from masquerading as executable customer state.
