L4 retired: `memory_skills` no longer exists in production, so the old
aggregate + list queries here 500'd with "relation "memory_skills" does
not exist" on every hit. Response shape is unchanged for the UI — constants
only, plus the `retired` marker GET /api/skills already uses.
