Public-pool knowledge graph for the workspace/admin UI (2026-07-28).

The UI (Brain source="commons") fetches the BARE path /commons/graph; the
admin-prefixed variant exists at /admin/commons/graph but the admin SPA is
served under /manage, so the client's BASE heuristic never adds /admin and
the bare path fell through to the SPA catch-all (HTML -> JSON parse crash,
graph stuck loading forever). Public-pool entries are de-identified shared
knowledge, so any authenticated user may view this graph. Mirrors the admin
handler; clamped like /memory/graph.
