Public-pool QUALITY baseline: mechanical de-id scan over ALL entries + LLM-judge
(de-identified/generalized/self-contained) on a fixed-seed sample. judge_team supplies
the LLM provider config; sample=0 skips the LLM-judge (mechanical only).
