# List the hosted-file inventory and its current serve verdicts.

`GET /api/downloadable-files`

## Request

Returns a bounded hosted-file inventory, including BLOCKED rows with null downloadUrl. Download only rows with a non-null downloadUrl. Open the file's downloadUrl (/api/downloads): it re-checks and redirects to a signed link that lasts at most 300s (default 300, configurable shorter). Reopen for a fresh link. A URL is not permission. Includes SHA-256 hashes, manifest URLs, format hints, and reviewed peerFallbacks metadata. stats.scope (when present) identifies the count boundary; returned-serve-eligible-rows counts only eligible returned rows, not BLOCKED rows or a catalog-wide total.

**Inputs.** Path, query and header fields are listed below. No request body is required.

**Outputs.** See each status below for its media type, schema and headers. A missing record or unavailable capability is not a successful empty result.

**Errors.** API JSON failures use the documented response schema. Read code, message and next; retry only when the response allows it. Auth, invalid input and missing records need a caller change.

**Rate limits.** Public read budgets apply by client IP and route group. This operation can have a smaller route-specific budget. Read Retry-After on 429 or retryable 503 responses.
