Retrieve details of a specific owner using either their 'id' or 'userId'.

  - `type` 'PERSON' | 'QUEUE', required: The type of the owner, which can be either PERSON or QUEUE.

  - `userIdIncludingInactive` integer: The user ID of the owner, including inactive users.
