# Create a call

`POST /calls`

Required scope: calls:write

## Headers

- `Idempotency-Key` string, required

## Request body

- object
  - `target_e164` string, required: E.164 or national number interpreted in country
  - `country` string
  - `reason` string, required
  - `business` string
  - `callback_id` string

## Response `200`

Result; call creation returns hold_id, lookup returns ok/found/number/display_number/trust.

## Other responses

- `400`: Invalid request
- `401`: Missing, invalid, revoked, or expired API key
- `402`: Verify callback number in the app
- `403`: Insufficient scope or not the call owner
- `409`: Idempotency key was used with a different payload
- `422`: Target refused by dial policy
- `429`: 30 requests/minute/account exceeded; Retry-After: 60
- `502`: Call creation failed; retry with same idempotency key
- `503`: Service unavailable
