成员间贝壳转账。
- 收取 0.3% 手续费
- 手续费的 70% 自动注入公共贝壳池
- 扣费与入账精确至 8 位小数

- ShellTransferCreate
  - `recipient_user_id` string, required: 接收人用户 ID
  - `amount` number, required: 转账贝壳数量（最低 0.00000001，支持8位小数）
  - `note` string, nullable: 转账附言/备注
