`POST /api/v1/community/punish/mute`

## Request

禁言用户（监督员及以上）。

档位权限：监督员可 1小时/1天/1周；「永久禁言」仅管理员可用。
约束：不能处罚自己；不能处罚同级或更高角色者（监督员动不了监督员与管理员）。

  - `level` string, required: 1h / 1d / 1w / permanent
  - `reason` string, nullable
