公开在招岗位列表（免登录、真实分页）。

与 `/jobs/featured/public` 的区别：后者是首页精选展示（固定 9+9 条，用于
首屏视觉承接），本接口是全量岗位列表，返回真实 `total` 与 `has_more`
供前端翻页 / 加载更多，避免用户误以为平台只有十几个岗位。

category:
  - all        全部在招岗位
  - remote     仅远程（location 或福利明确含 remote / 远程）
  - enterprise 仅大厂（严格按企业名称匹配）
