为当前候选人单独上传/补充简历原始附件（PDF/DOCX等，Base64编码），存档到对象存储

  - `file_base64` string, required: 附件内容 base64 编码
  - `file_type` string, nullable: 附件类型：pdf/doc/docx/jpg/jpeg/png
