`GET /signals`

## Request

- Base URL: `https://www.hillsignal.com/api/v1`
- URL: `https://www.hillsignal.com/api/v1/signals`
- Auth: one of:
  - HTTP bearer
  - API key in header `X-API-Key`

Each record is one government event with a summary, the sectors and tickers it touches (exact ticker matches only), an impact score and its source link. Newest first.

Returns { signals: Signal[], total, limit, offset }.
