`GET /agent-hotels/featured-stays/`

A few stays for each of several hotels: their biggest savings and
their cheapest stays per night, future check-ins only.

A neighborhood page shows one stay per ranked hotel. This is one catalog
read for the page, and one of the shared catalog limit, instead of one
per hotel. A read of the shared price ledger; it never starts supplier
pricing, and it is cached like a hotel's stays. The ids are sorted, so
the same hotels in any order share one cache entry.

Successful Response

- HotelFeaturedStays: A few stays for each of several hotels; a read of the rate ledger. A neighborhood page shows one stay per ranked hotel: the biggest saving, else the lowest nightly rate. Each entry carries that hotel's biggest savings and its cheapest stays per night, future check-ins only, so the page can still choose when it drops a row it cannot show. One read for the whole page instead of one per hotel. Hotels that are not catalog hotels are left out; a catalog hotel with nothing priced has no stays.
