AI 정밀 검수 (#2 deeper) — LLM audits each memory and proposes
re-classify(move) / supplement / delete. One LLM call per memory
(concurrency-capped, per-run cap surfaced as ``skipped``). **Never mutates** —
the user applies each proposal client-side (POST /move, PATCH /{path},
DELETE /{path}). Rate-limited (LLM-heavy).
