`GET /broker/policies/{policy_id}/document/{kind}`

Streams the binder, policy, or declarations PDF, brokerage-scoped.

- `policy_id` string, uuid, required
- `kind` 'binder' | 'policy' | 'declarations', required

## Response `200`

The PDF bytes (or a 307 redirect to hosted storage)

## Other responses

- `404`: Policy or document not found
- `502`: Stored document could not be retrieved
