- AgentToolSpec[]
  - `name` string, required: The identifier representing the specific tool.
  - `description` string, required: Description of the tool.
  - `enabled` boolean, required: Specifies whether the tool is currently enabled in H2OGPT.
  - `default` boolean, required: Specifies if the tool is pre-selected by default when available.
  - `extendable` boolean, required: Specifies whether the tool supports custom API keys
  - `api_keys` AgentToolSpecApiKeys, required: The specific keys associated with an agent tool.
    - `required` string[], required: List of required keys set for the tool to function.
    - `optional` string[], required: The tool can still operate even if these keys are not set.
    - `internal` string[], required: Keys that are managed internally by the system.

- `401`: Unauthorized - Invalid or missing API key
