List all agent skills for the current user.

  - `enabled` boolean: Whether the skill is enabled for the user.
  - `warnings` string[]: Validation warnings for the skill.
  - `api_keys` object: Env vars the skill declares in envs.json, by requirement.
    - `required` string[]
    - `optional` string[]
  - `api_key_hints` object: Per-env-var description from envs.json.
  - `env_defaults` object: Per-env-var default value from envs.json.

## Other responses

- `400`: Bad request
- `401`: Unauthorized - Invalid or missing API key
- `403`: Forbidden
- `500`: Internal server error
- `default`: Unexpected error
