Distinct PJM outage equipment.

A search term matches the equipment name and returns shorter names first.
An empty search returns the most recently changed equipment.

## Query parameters

- `search` string, nullable: Case-insensitive words that must all appear in the equipment name, in any order. A dash or underscore matches any separator.
- `limit` integer: Maximum number of equipment rows to return.
- `equipment_types` string, nullable: Comma-separated equipment types (LINE, XFMR, GEN, PS, CAP, BRKR, LD, SD). Empty means all types.
- `min_voltage_kv` integer, nullable: Minimum equipment voltage in kV. Equipment with unknown voltage is included.
- `api_key` string, nullable: API key for authentication (query)
