List ERCOT CEII transmission outages that overlap a time window.

## Query parameters

- `start_time` string, date-time, required: Inclusive start of a half-open window (ISO 8601, UTC). Use with end_time. Outages whose displayed interval overlaps [start_time, end_time) are returned. Also the reconstruction as-of cutoff (change times <= start_time).
- `end_time` string, date-time, required: Exclusive end of a half-open window (ISO 8601, UTC).
- `start_date` string, date-time, nullable: Optional inclusive lower bound on the outage's displayed current_interval_start_utc (ISO 8601, UTC). When omitted, outages that started at any time are included.
- `limit` integer: Maximum number of distinct outage identifiers to return. When more identifiers match, truncated is true and outages is trimmed to this limit.
- `api_key` string, nullable: API key for authentication (query)
