Open (no key). Rebuilt daily from 90 days of misses, never hand-edited. A key appears only after crossing meta.floor requests, which is what separates demand from one-off probes; naming misses the API recovered with suggestions are excluded as discovery bugs rather than data gaps. An empty list is a statement about the record, not about demand, and meta.note says which.
