The honest token-savings headline for the caller's workspace (#127).

Savings vs the GROUNDED answer-bearing baseline (not the ungrounded counterfactual),
deduped + signed + token-weighted through the shared econ_meter primitive. A workspace
with no grounded rows yet gets an honest zero (``verified_queries == 0``), never a
fabricated number. Authed tenant scope only — a caller sees only its own metering.
