`GET /v1/usage`

## Request

Per-plan usage counter for the caller's workspace (2026-09-25).

Returns each capped feature's ``used / limit / window / resets_at / state`` for the
tenant's plan -- the SAME per-plan caps + counts the admission gates enforce, so the
dashboard meter and the enforcement never disagree. A dark (unarmed) cap surfaces as
``limit=null``. Authed tenant scope only.
