Extend an FV runner's lease, or tell it the run was cancelled/superseded/expired.

A ``cancelled: true`` response is the runner's signal to kill its repo-code
children and exit; the lease never extends the absolute run deadline. Uses
``FvRunnerForRenew`` (wired, not enabled) so flipping the global kill switch
(``fv_pipeline_enabled``) off still reaches ``renew_fv`` and cancels already-leased
runs within one renew cycle, instead of 503ing the STOP path. (#198)
