`GET /v1/integrations/github/link/start`

Begin the in-app claim: mint a session-bound signed state + double-submit cookie and
return the GitHub user-authorization URL. Authenticated (SETTINGS_MANAGE) -- the bind
target is THIS session's tenant, signed into the state so the no-bearer callback can
trust it.
