The workspace's promoted merged build's node-link graph, for the graph view.

Behind ``cross_repo_groups_enabled`` (404 when off) like the rest of this
surface. ``limit`` is accepted and wired through but NOT enforced -- an
oversized graph is logged and returned whole.
