`GET /v1/capa`

## Request

- Base URL: `https://api.graphify.com` (the document declares no server; this is the origin it was published from)

The tenant's CAPAs (optionally one repo or one review run). Without ``review``,
also one block per repository with the rules its fixed CAPAs propose, whether each
is already in the default branch's rules.json, and that file merged with them.

- `review` string, uuid, nullable
