Whether this Pro tenant can flip in place to Teams (owner/admin).

Returns ``{canUpgradeInPlace, personalAccountInstall, privateRepositories[]}``.
``canUpgradeInPlace`` is always true now (the personal-account-install gate was
removed) and ``personalAccountInstall`` is retained on the wire but always false;
``privateRepositories`` enumerates the repos the flip would expose, for the disclosure.
