The last computed hiring-spike snapshot for one rival.

`available: true` with `postings_7d`, `baseline_weekly_avg`, `multiple` and `weekly_series` while the rival is
spiking; otherwise `{available: false, reason}`: not spiking (the common case), no sweep has run yet, or the cache
is unreachable. It never computes anything fresh. 404 for an unknown competitor.

- `competitor_id` string, required: Competitor id (from GET /radar/competitors).
