Who is in a campaign and what has happened to each of them. READS ONLY - POST because paging is a body.

## Path parameters

- `campaign_id` integer, required: The outreach campaign's id.

## Request body

- OutreachCampaignLeadsQuery: Page through the people in one campaign. Reads only. `campaign_id` exists because the app's model has it; the PATH value is authoritative and overwrites whatever is sent here.
  - `campaign_id` integer, nullable: Ignored; the path value is used.
  - `offset` integer: Leads to skip.
  - `limit` integer: Page size. Values above 1000 are capped at 1000.
  - `time_from` string, nullable: ISO 8601.
  - `time_to` string, nullable: ISO 8601.
  - `time_filter` 'CreationTime' | 'Everywhere', nullable

    - `total_is_lower_bound` boolean, nullable: Search endpoints only: true when more records match than `total` shows (the result set is larger than the 10,000 results that can be paged). Absent outside search.
    - `notes` string[], nullable: Search endpoints only: plain-language notes about the result, e.g. that more records match than can be paged, or that a reversed `between` range was put in order.
