Workflow runs THIS rep started that are paused for a human decision.

Empty list when the org has not enabled plays - this is a read, so a gated
org gets a quiet 200 empty list rather than a 404 (g8 #19786; the paired
`decide` action still 404s for a gated org). A reachable-but-unhappy engine
instead returns an empty list with `engine_unreachable: true`, so "nothing
waiting" and "cannot tell" are distinguishable rather than both rendering as
a quiet panel.

    - `notes` string[], nullable: Search endpoints only: plain-language notes about the result, e.g. that more records match than can be paged, or that a reversed `between` range was put in order.
