`GET /campaigns/{campaign_id}`

Returns durable recipients, sequence steps, operation-ledger rows, and truthful reporting. create/cancel/pause/resume capabilities reflect the key's explicit scope, allowlists, feature gates, and current campaign state. Legacy campaigns fail closed.

- `403`: Missing campaign scope or campaign allowlist authorization
- `404`: Campaign absent, legacy, or outside the key workspace
