`GET /v1/portal/sso/callback`

Handle the OAuth2 callback from the identity provider.

Exchanges the authorization code for tokens, resolves the user,
and returns a GRAFOMEM JWT.  For browser flows, redirects to the
portal with the token in query parameters.
