  - `issuer` string: Lower-case hexadecimal characters. Should only contain characters [0-9a-f]
  - `jwt_mac_key` string: UUID in lowercase canonical representation
  - `organisational_unit_id` string: Lower-case hexadecimal characters. Should only contain characters [0-9a-f]
