`GET /api/v1/vehicles/search`

One row per VEHICLE (latest transaction), not per transaction. See the

- `uei` string, nullable: Vehicle holder UEI (exact)
- `parent_uei` string, nullable: Holder parent UEI (corporate roll-up)
- `piid` string, nullable: Vehicle PIID (exact)
- `agency` string, nullable: Awarding agency name, acronym, or code
- `naics` string, nullable: NAICS, exactly 6 digits
- `idv_type` string, nullable: IDC, FSS, BPA, GWAC, or BOA
- `active_only` boolean, nullable: Only vehicles whose period of performance has not ended
- `date_from` string, nullable: YYYY-MM-DD (action_date). Not floored: see the window block
- `date_to` string, nullable: YYYY-MM-DD (action_date)
- `ceiling_min` number, nullable: Vehicle ceiling min (potential_total_value_of_award)
- `ceiling_max` number, nullable: Vehicle ceiling max (potential_total_value_of_award)
