`GET /api/v1/spending/{cut}`

One precomputed federal-spending rollup, obligation-ranked. `cut` is one of
`by-agency`, `by-psc`, `by-set-aside`. Trailing 12 months over FPDS prime awards. Free.

`by-set-aside` reports only dollars EXPLICITLY coded to each set-aside program (a floor);
the ~93% of federal dollars that carry no set-aside code are excluded, not shown as
"not set aside" (most are orders inheriting a parent's set-aside).
