`GET /api/v1/forecasts/search`

- `source` string, nullable: fco | dhs | hhs
- `agency` string, nullable: Agency name (partial match)
- `naics` string, nullable: NAICS code (prefix match, e.g. 5415)
- `set_aside` string, nullable: Set-aside program (8(a), WOSB, HUBZone, SDVOSB, SB)
- `state` string, nullable: Place-of-performance state (2-letter)
- `est_award_fy` integer, nullable: Estimated award fiscal year
- `est_award_quarter` string, nullable: Estimated award quarter (1-4)
- `amount_min` number, nullable: Min estimated value (USD)
- `amount_max` number, nullable: Max estimated value (USD)
- `status` string, nullable: Lifecycle status (FCO only), e.g. 'Acquisition Planning'
- `is_recompete` boolean, nullable: Only forecasts that name a current incumbent
- `keywords` string, nullable: Full-text search over title + description
- `active_only` boolean: Default true: upcoming, not-yet-awarded forecasts only
- `fields` string, nullable: Comma-separated response fields to return
- `sort_by` string, nullable: est_award_fy | est_solicitation_date | value_high | agency | last_updated_date
- `sort_order` string, nullable
- `limit` integer
- `offset` integer
