`POST /api/v1/privacy-request`

Accept a CCPA/CPRA privacy rights request and notify the operator.

Rate limited to prevent spam POSTs from generating notification-email
floods. Always 200 on an accepted submission — email delivery is
best-effort (see privacy_notify.send_privacy_request_email).
