Get a pipeline job with its stage_runs.

Detail view defaults to verbose=True (full metrics). Agents fetching a
specific job (e.g. the results endpoint walks entity_ids from metrics
on pre-manifest jobs) need the full dict; callers only wanting a summary
can pass `?verbose=false`.
