One-click answer to a 'call I need from you' in the daily EM email.

Records Gib's choice as a durable `decision_response` finding (auditable,
and read by the EM's next session) and wakes the EM to execute the
instruction it proposed for that option. The button never mutates
production directly — the EM carries out its own proposed instruction with
Gib's recorded click as the authorization, preserving the trust ladder.
