Check CRM publish job progress — durable, survives restarts.

A job left `running` past the staleness window reports `interrupted`: the
process died mid-push and its per-record ledger rows are intact. The
engine's resume watchdog relaunches interrupted jobs automatically;
re-pushing the same selection is also safe (delivered leads are skipped).
