Set all users and their authentication properties.

## Request body

- DeclarativeUsers: Declarative form of users and its properties.
  - `users` DeclarativeUser[], required
    - `authId` string: User identification in the authentication manager.
    - `email` string: User email address

    - `id` string, required: User identifier.
    - `lastname` string: User last name
