Host-side pre-LLM check. Same handler as MCP tool promptguard_check.

- PromptguardCheckBody: REST body — must match promptguard_check inputSchema (no silent context fallback).

  - `locale` string, nullable
  - `session_id` string, nullable
  - `sticky_reset` boolean
