Reports resources that persistently fail verification on a secondary

## Request body

- PostApiV4GeoFailures: Reports resources that persistently fail verification on a secondary
  - `geo_node_id` integer, required: The Geo node ID of the reporting secondary
  - `failures` object[], required: Persistent verification failures reported by the secondary
    - `error_type` string, required: The type of verification error being reported
    - `replicable_name` string, required: The replicable name of a replicator instance
    - `replicable_id` integer, required: The model record ID
    - `verification_retry_count` integer, required: The number of consecutive verification failures
    - `context` object: Additional error-type-specific data

## Response `202`

Reports resources that persistently fail verification on a secondary
