Synchronous web-call token endpoint. Kept for legacy integrations.

Mirrors the preparation + duplicate-guard semantics of ``/voice/{thread_id}/web-call``,
but returns the Retell access token inline so existing consumers (dashboard,
Salesforce integration) keep working without a websocket.

  - `project_id` string, required: The UUID of the Puppeteer project.
  - `retell_account_id` string, nullable: The UUID of the Retell account to use. Required when the project has multiple phone numbers.
