# Chat

`POST /magnusmed/start-chat`

## Request

Creates a chat thread per CSV row and schedules a low-priority phone call
for it. Call start times are staggered per "hubspot_state" to spread load
across states (see state_interval_minutes; defaults to
DEFAULT_STATE_INTERVAL_MINUTES), and deferred to the next non-holiday day
when the upload lands on a US federal holiday in that state's timezone.
