Create an eligibility flow and kick off its FHIR bulk exports in the background.

Args:
    input: Request body containing:
        - project_id: UUID of the project
        - single_job: If True, only creates patients-with-pcp job. If False (default), creates both patients-with-pcp and patients-no-pcp jobs.
    Example:

Returns:
    dict: The created eligibility flow id. Job creation failures are reported on the flow.
