`POST /api/chains/match/{country_code}`

## Request

Trigger chain matching for Google POIs in a country.

Matches unprocessed POIs (chain_id=0) to chains using RAG + Fuzzy + Gemini,
then writes results to GetPlace2 pois_google table.
