`GET /v1/service/health`

Returns basic service status, current time, and process uptime.

## Response `200`

Successful response.

- object: Successful response.
  - `status` 'ok' | 'degraded', required: Service status.
  - `checks` object: Detailed information about dependencies state.
    - `database` boolean, required: Database connection status.
    - `redis` boolean, required: Redis connection status.
  - `uptimeSeconds` integer, required: API uptime in seconds.
  - `now` string, required: Current server time in ISO 8601 format.

- `500`: Internal server error
